COVID Risk Level is based on the criteria and scores developed by COVID Exit Strategy, a non-political group of recognized health experts and epidemiologists. Our risk level calculation uses four metrics:

• Cases Per Million
• Test Positivity
• Percentage of Testing Target
• ICU Usage

We take the weakest of these measures to set the overall score, because if one area of our response is weak, it presents a risk to the entire response effort.
